OVERVIEW:
WUSC and its consortium partner, Canadian Leaders in International Consulting (CLIC), are implementing the Women’s Economic Linkages and Employment Development (WE LEAD) project in Jordan. WE LEAD, a project funded by Global Affairs Canada, aims to increase women’s empowerment for sustainable economic growth; this will be achieved through activities focusing on women’s employment by businesses and the reduction of gender-specific barriers to women entering into and remaining in the workforce. The WE LEAD project is being implemented over a period of four years, from March 7, 2017 to March 31, 2021 in three locations (East Amman, Irbid and Salt) in Jordan.
The project is seeking to recruit an experienced Technical Vocational Education Training (TVET) Advisor who can bring both Canadian and international experience in TVET sector management and capacity building in Jordan. The TVET Advisor will play a crucial role in providing guidance in ensuring that the vocational training component of the project is being implemented in an effective and sustainable way, following global best practices and experiences. The TVET Advisor will be a core member of the WE LEAD Project Team, working as a technical resource to develop tools and resources, as well as capacity development (training and coaching) to the project staff and partners to develop and implement a solid approach to TVET that addresses the needs of the beneficiaries, private sector partners, and training institutions engaged in the project.
More specifically, the TVET Advisor will work closely with local TVET sector stakeholders, private sector, and training institutions to strengthen the development and delivery of gender-responsive, market-oriented training that can lead to employment opportunities and higher incomes for women and youth in Jordan. The Project will design and develop a holistic and effective training approach that provides graduates with the technical and soft skills to enter the world of work.
ROLES AND RESPONSIBILITIES:
- Support the overall implementation of TVET component under the WE LEAD project in collaboration with WE LEAD team;
- Provide advice and guidance on TVET including best practices, innovations and models, to support the ongoing national TVET sector reform in collaboration with the WE LEAD team as needed;
- Support efforts to make the TVET programs more gender-sensitive and responsive to the needs of the private sector;
- Support the Private Sector Partnerships Officer in ensuring sustainable engagement and participation of the private sector in the development and implementation of the programs;
- Support capacity development initiatives for TVET trainers in the target sectors with an emphasis on quality and relevance;
- Provide technical support to ensure sustainable linkages and partnerships between the training providers and private sector partners for internships and potential employment opportunities;
- Provide ideas and best practices for ways to link graduates with employment opportunities;
- Support the identification of revisions required of the national standards and curricula ensuring input from private sector;
- Develop an approach to identify best practices in the project that can be good case studies to highlight in communication material;
- Advise the WE LEAD team and partners on TVET awareness strategy and methodology from technical TVET perspective;
- Participate in TVET-related working groups and maintain close working relationships with counterparts in other relevant international NGOs in Jordan;
- Participate in WUSC / CLIC’s communications work by providing data, information and other material for use with WUSC and CLIC’s Canadian and international programming;and
- Undertake any other tasks assigned by the Country Director.
QUALIFICATIONS:
- BA or MA/MSc or equivalent in education, business or other relevant field
- A minimum of 3-4 years of active work or volunteer experience in TVET sector development programming required; ideal candidate will have both theoretical and practical knowledge and experience
- Excellent track record of achieving improved outcomes in TVET development activities, and linkages with the private sector and/or other employers
- Experience in developing market-demanded training and in integrating the needs of market
- Previous experience in TVET related to the health sector is an advantage
- Proven understanding of gender equality and empowerment
- Strong personal initiative, resourcefulness and capacity to work independently
- Experience working in or volunteering in the Middle East is an asset
- Strong communication and writing skills
- Strong analytical and research skills
- Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products
- Excellent capacity building skills, with demonstrated experience in effective training, coaching and facilitation.
- Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate and represent at a senior level are essential
- Flexibility, with a strong work ethic and an entrepreneurial spirit to accommodate high levels of responsibility and multiple priorities
- Commitment to local capacity building and the ability to engage local stakeholders in project implementation
- Passion and commitment to gender equality and youth empowerment.
- Fluency in oral and written English essential; working knowledge of Arabic is an advantage.

ELIGIBILITY REQUIREMENTS:
- Applicants must be a Canadian citizen or permanent resident of Canada between the age of 18-70.
- Departure date is contingent upon the timely completion of all administrative requirements (e.g. visa processes, medical clearance, police checks, travel documentation).
- With the support of the program, all volunteers shall undertake to make a minimum financial contribution of $1,500 for participating in the program.
