The Position
• Work in a cross-functional team environment within Plan International Canada and selected Plan International Country Offices to develop and/or support the preparation of quality education and education in emergency program funding submissions to major institutional and other donors, including concept papers, detailed proposals and/or competitive bids.
• Provide technical input on the education components within other sector-specific program concepts or proposals such as health, microfinance, food security, humanitarian assistance etc.
• Together with the Monitoring and Evaluation team, the Advisor will develop strong education monitoring and evaluation frameworks, including program logic models and performance management frameworks.
• Technical support is provided to strengthen the education strategies and interventions to ensure inclusive, quality and gender-responsive education.
• Provide advice on implementation of quality education programs, ranging from early childhood, primary, post-secondary, technical and vocational education in formal and non-formal settings, in development and humanitarian contexts, particularly in Francophone countries.
What does success look like?
• Providing expert advice and technical input in the development of standalone education and education in emergency proposals and in integrating education in other sector-specific or integrated programs.
• Providing technical advice to Plan International Canada supported programs, with focus on Francophone countries, to meet and exceed donor requirements. This will include supporting staff and partners in specific Plan International countries with project start-ups, project planning, budgeting, implementation and evaluation to ensure adherence to best practice in the field of education in development and humanitarian setting.
• Lead training and organizational capacity building for Plan International Canada colleagues and selected Plan International Country Offices to ensure quality implementation of education programs and to strengthen their ability to advocate with local donors and local Ministries of Education for quality education for the most marginalized children.
• Contributing to formulation of education research initiatives actively engaging girls and boys and developing and/or supporting partnerships and cooperation with other organizations in and outside Canada on gender-transformative education.
• Managing the review of data from monitoring and evaluation systems to track the quality of education projects and design improvement measures and develop knowledge products to contribute to global evidence on what works in education.
As our ideal candidate you will have:
• An aptitude for research analysis and writing with proven success in writing funding proposals, in both English and French, along with a strong understanding of education statistics, measurement and data collection and analysis.
• A proven track record providing strong technical assistance to education programming in developing and/or humanitarian settings.
• Experience with Results Based Management and developing strong logic models and performance management frameworks for education programs.
• Business acumen and the ability to influence others by fostering strong business relationships.
• Experience in alternative/accelerated learning models, teacher training, curriculum development, participatory governance, and child participation in education.
• A flexible and adaptable work style; open to collaboration with strong personalities and professionals; thrive in a fast-paced evolving work culture.
• A passion for mission driven work and personal values aligned with those of Plan International Canada’s organizational values.
• Ability to travel frequently, 30% - 40% annually for up to 2 weeks at a time.
• Fluency in English and French (other language/s an asset).
