POSITION OVERVIEW
The Monitoring and Evaluation (M&E) Specialist is responsible for designing, coordinating, and implementing the organization's projects' monitoring and evaluation, research, and learning framework. The M&E Specialist will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project and oversee data management. The Specialist will also provide technical assistance to the implementing teams, particularly in relation to monitoring, reporting, and the development of project proposals.
KEY RESPONSIBILITIES
Design and implement an M&E system that captures project performance and impact, ensuring alignment with the organization's strategic goals.
Assist the Director and Program Managers with the development of M&E Plans for projects, including indicator selection, target setting, reporting, database management, and developing M&E and/or performance monitoring plans.
Develop and refine M&E tools and data collection, analysis, and reporting processes.
Oversee the data collection process, ensuring data accuracy, consistency, and timeliness, ensuring that data is of high quality and audit-worthy.
Ensure M&E activities comply with donor requirements and organizational standards.
Analyze data to provide insights into project performance and areas for improvement.
Ensure monitoring data is regularly analyzed and used for project decision-making and learning.
Prepare high-quality M&E reports for donors, partners, and internal stakeholders in collaboration with program staff.
Document lessons learned, best practices, and case studies and ensure they are integrated into the project, shared with relevant stakeholders and contribute to the organization’s knowledge base.
Manage research activities and ensure outcomes and lessons learned
Provide training and mentoring to field staff and partners to ensure the implementation of strong M&E systems.
Coordinate with program staff to develop and maintain CDF’s monitoring and evaluation standards.
Provide training and technical assistance to project staff and partners on M&E concepts, tools, and practices.
Provide technical expertise, providing hands on support with concrete ideas and recommendations for integrating M & E, including, but not limited to, building partners M&E capacity; developing terms of reference for hiring local staff or consultants; supporting the selection of qualified local staff or consultants; providing quality control on consultant draft and final reports; mining data within and across programs for relevant results.
Collaborates with other CDF specialists to develop plain language guidelines, subject guides, training materials and tools/solutions that are innovative and in line with CDF strategy.
Collaborate with the Business Development team to ensure M&E components are integrated into project proposals.
Leads organization-wide support for M&E by identifying gaps and strategies to address them to increase the effectiveness of M&E tools in programming.
Builds capacity of programming staff through leading learning opportunities to improve the application of tools and processes and updates of evolutionary thinking around M&E.
Supports responses to RFP or sole-source processes (bids) to expand project portfolio and sources of revenue
COMPETENCIES
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
Proven experience in designing and implementing M&E frameworks, tools, and systems.
Experience mainstreaming M&E and managing organizational change thereof.
Experience with data analysis software (e.g., SPSS, STATA, Excel, Kobo Toolbox) and data visualization tools
Proven experience with training and facilitation.
Demonstrated knowledge of international development, project management, results-based management (RBM), financial reporting and control, and a commitment to co-operative forms of enterprise (co-op model).
Strong analytical and problem-solving skills.
Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams.
Strong writing skills, with the ability to prepare clear and concise reports.
Ability to manage multiple tasks and meet deadlines.
Speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.
Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
Determine strategies to move the project forward, set goals, create and implement action plans, and evaluate the process and results.
Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem
QUALIFICATIONS
Bachelor’s or master’s degree in statistics, demographics, development studies, social sciences, public policy, economics, or related field.
Master’s degree or bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
Minimum of six years of professional experience in a senior M&E position responsible for implementing M&E activities on international development projects
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
Ability to travel to project sites as needed.
Fluency in English, French, and/or Spanish is considered an asset.
