In 2013, Typhoon Haiyan destroyed the shelter and livelihoods of many people living in Leyte and the Samar Islands in the Philippines. The Haiyan Reconstruction Project builds on the achievements and lessons learnt from the implementation of the Typhoon Haiyan Livelihoods Response Project which was also implemented by the Centre d’étude et de coopération internationale (CECI). The Haiyan Reconstruction Project aligns with the reconstruction plans of the Government and provincial department which highlight agriculture and the fisheries as the sectors of focus for reconstruction and acknowledge the role and importance of actively engaging and providing economic activities to women. The project also works on needs identified by the local government, communities and microenterprises; in the project areas.
The project objectives are to facilitate the development of new and existing Micro, Small and Medium enterprises (MSME) led by women groups, targeting the identified economic opportunities in agriculture, livestock, fisheries, processing and other non-farm sectors.
The Project will also support Vocational Training Centers, Financial Institutions and Business Development Services in adjusting their training modules, products, services to respond to women and young womens' needs.
The Monitoring and Evaluation volunteer will join the team in ensuring proper monitoring and evaluation of project activities, outputs and outcomes. The volunteer will contribute to the implementation of the Monitoring & Evaluation plan, and will periodically come up with findings based on real data to measure performance of the project vis-à-vis intended outcomes. The volunteer will also play a major role in promoting key learnings for the improvement of the project and for wider learning of the organisation. He/She will work closely with all project staff, especially the area coordinators to ensure that both quantitative and qualitative reporting requirements are satisfactorily met.
Under the guidance of the Monitoring & Evaluation Consultant and in close collaboration with the national officer, the successful candidate will be tasked to:
ROLES AND RESPONSIBILITIES:
- Work closely with field staff, Area Coordinators, Sector Officers and Advisors to ensure that relevant data across all project components are regularly collected;
- Ensure data quality and integrity by performing random verifications and field validations;
- Record, manage and preserve monitoring and evaluation data in a safe and accessible way together with the national M&E Officer,
- Analyse and discuss findings and come up with recommendations to the project staff based on regular monitoring data;
- Ensure that implementation of field activities adhere to TUKOD’s Annual Workplan and PMF.
- Support project team in developing the annual and six monthly organisational reports;
- Support project team in monthly assessment and planning and the Semi-Annual and Annual Review.
- Support in the conduct of end of project surveys and sustainability and resiliency assessments for partner Community-Based Organizations;
- Support in the conduct of Reflection and Learning Workshops with different project stakeholders;
- Support project team in dealing with any other tasks as may be required.
- Degree in Social Sciences, Statistics or any related field
- Knowledge and understanding of Results-Based Monitoring and Evaluation
- Understanding of the current M&E trends and especially M&E systems in development organisations
- Knowledge of relevant database and data processing software
- Knowledge of participatory research methods, participation action and learning
- Minimum two year experience in Monitoring & Evaluation
- Experience in monitoring and evaluation in humanitarian or development projects is considered an asset
- Experience in field data collection & report writing
- Experience in research

- Applicants must be a Canadian citizen or permanent resident of Canada between the age of 18-70.

- With the support of the program, all volunteers shall undertake to make a minimum financial contribution of $1,500 for participating in the program.
