TERMS OF REFERENCE (TOR)
Project Background
Women’s Spaces: Implementing Equal Rights to Land, Housing, and Livelihoods in Angola, Kenya, South Africa, and Uganda is a five-year initiative (2022-2027), being implemented by Rooftops Canada - Abri international (RC-AI) together with its local and regional partners.
The Project is contributing to poverty reduction and delivering meaningful change to poor and vulnerable women and girls living in urban and peri-urban informal settlements through the enhanced implementation of women’s equitable rights to and control over land, housing, and livelihoods in urban environments in Angola, Kenya, South Africa, and Uganda. Through a gender equality lens, the Project addresses critical gaps in policies and traditional practices at all levels related to distinct land and housing rights and tenures; links to laws related to marriage and inheritance; environmental stewardship; and challenging male-dominated hierarchies of power and decision-making.
Purpose of the Midline Evaluation
The project requires an independent evaluation to be undertaken at the project’s midline to determine progress made toward the achievement of planned outcomes, to identify any problems or challenges that the project may be encountering, and to issue recommendations for corrective action if needed. The purpose is to provide findings and conclusions to meet accountability requirements and generate recommendations and lessons that contribute to project improvement and result attainment.
