Do you want to make a difference? Join the world’s largest humanitarian network. The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking an HR Marketing Officer.

Under the line management of the Manager, Talent Acquisition, and with a dotted line to the ICRC Head of HR Marketing in Geneva, the HR Marketing officer is responsible for sourcing and cultivating the future talent pool in Canada for future missions with the International Committee of the Red Cross (ICRC) and the Canadian Red Cross (CRC). This will be done through reaching out to potential talent pools and jointly brand the ICRC as well as CRC as attractive employers of choice.

All marketing activities undertaken by the HR Marketing Officer are guided by the ICRC and both organizations’ Fundamental Principles, Mission, Vision, Strategic directions and specific identification of ICRC needs, the approach and scope of action. The HR Marketing Officer is part of an ICRC peer network that includes similar positions in London, Beirut, Moscow, Delhi, Dakar, Brussels, Manilla, Sao Paolo and Beijing. A regular exchange of communication and alignment of approaches and tools forms part of this function.

The main focus is on relevant associations, social networks, diaspora, academic circles, schools and universities. Branding activities in such places may include conducting campaigns for specific positions, all in line with the geographical, linguistic and operational priorities set by the ICRC and, depending on the emergency level, with a short, mid, or long-term perspective and in direct relation with the respective regional strategic frameworks of the ICRC.


RESPONSIBILITIES

Talent Strategy and Planning

• With ICRC and CRC HR colleagues, analyses and creates projections of talent requirements. Develop talent market analysis, sourcing projections with responsive strategy and plans to ensure current and future targets are met.
• Researches and evaluates existing and potential sourcing channels (e.g., associations, job boards, career fairs, conferences, social media, strategic networking), and recommends new sources for active and passive talent acquisition, depending on local environment analysis.
• Conducts ongoing research and analysis to keep abreast of labour market conditions, organizational changes and updates strategies and plans as outlooks evolve.
• Monitors and supports planning of recruitment budgets, including annual forecasting.

Execution of sourcing strategies

• In coordination with CRC provincial focal points, identifies, pursues, cultivates and nurtures relationships with communities and educational entities in specific provinces in Canada that are seen as potentially interesting, thereby promoting the ICRC and the Movement as an attractive employer.
• Liaises with CRC provincial focal points to discussion and share the annual and any update to the HR Marketing plan so they participate, comment/provide inputs and identify existing relationships.
• Develops approaches and tools to carry out talent sourcing at relevant events (e.g., conferences, career fairs); where required personally attends and presents at these events.
• Develops and executes innovative activities on social media to source various pools of candidates. Works with ICRC and CRC Public Affairs to review sources and branding/internal guidelines.
• Generates a pipeline of candidates to meet ICRC needs. Upon request from the ICRC holds pre-selection interviews and organizes assessment centers.
• Coaches suitable candidates and introduces them to the recruitment procedures.


Maintaining data and reporting

• Contributes to the maintenance of the CRC Applicant Tracking System and the ICRC HRIS “HR Space”.
• Uses CRC Project Information Management System (PIMS) to track status and manage information related to all external stakeholders in Canada.
• Tracks progress against sourcing strategy and plans and provides regular reports to ICRC and CRC.
• Carries out requested reporting, evaluation and process improvement work regarding the CRC & ICRC partnership relationship for the Project oversight management team.
• Produces and send monthly report to CRC provincial focal points to update on status against planned outreach activities.

Supports an effective team

• Maintains regular contact with peers in ICRC's global HRM network, participating in team meetings and discussions, ensuring alignment in approaches and use of ICRC tools.
• Mentors colleagues on sourcing processes and systems for back up purposes.
• Fosters team work through a professional exchange of experiences and expertise that can be transferred to other areas of work.
• Follows all CRC’s policies and procedures required to maintain a healthy and safe working environment.
• Ensures sharing and dissemination of programme related materials to all concerned actors in the team and with the CRC.
• Provides back-up to colleagues as required.


QUALIFICATIONS

Qualifications and Knowledge

• Bachelor’s degree in Human Resources, Business Administration or equivalent.

Experience

• Have a professional experience with employer branding and recruitment on social media (i.e. LinkedIn).
• Have a not for profit experience abroad, ideally with the ICRC or CRC.
• Have strong experience in human resources, marketing and/or project management.
• Have a professional regional network in the recruitment sector.
• Experience of reporting within a matrix managed environment with multiple management stakeholders would be an asset.


Skills and Attributes

• Excellent command of English and French (oral and written) is essential. Command of any additional language including Spanish Arabic, Russian.
• Excellent communication and networking skills (proven ability to take initiative and build strong and productive personal relationships).
• Self-learner, high degree of autonomy and proven organizational skills.
• Solution-oriented.
• Strong interpersonal and presentation skills.
• Willing to travel extensively.

WORKING CONDITIONS

• The majority of the work is performed in typical office environment.
• Ability to work non-traditional hours on short notice.
• Travel within Canada and internationally including to difficult/restricted locations may be required.
